I know the optimal width of a website should be around 1024px (actually, 960px or so to compensate for border space), since the average user has a monitor that meets this size. However, I'm guessing for email newsletter templates the width is less, since an email doesn't typically take up the whole page?

You're absolutely right, an email newsletter template should have a lesser width than a website template. We tend to use a width of 620px, which I think is the generally accepted standard (you'll notice that Constant Contact's templates use 600px).
I would recommend shooting for a value between 500 and 600px. Anything below 620px is safe, anything above that could blow up an email that will take up too much space on the average reader's screen and annoy them.
